RADIOCOMMUNICATIONS - RATES
   
 

PRIVATE TELECOMMUNICATIONS SERVICES

Resolution No. 480-33-CONATEL-99 issued by the National Telecommunications Council of December 28 1999, amends the Tariff Regulations for the use of Frequencies, as follows:

  •  
  • The term "SMVTG" is replaced throughout the “Tariff Regulations for Use of Frequencies” by "100,000 K" in lieu thereof.  K corresponds to the tariff adjustment factor to be approved by CONATEL on a yearly basis, and shall be assessed taking the tariffs currently in effect.  The "K" factor shall depend on the annual inflation rate, as determined by INEC.

  • CONATEL shall introduce tariff adjustments on an annual basis, every first day of January of each year.  Such adjustment will depend on the efficiency of tariffs.

  • Beginning in January 2000, the "K" tariff adjustment factor will be equivalent to 1.6.

Note: The amounts quoted in Sucres are paid for in the Dollar equivalent, beginning as of March 2000.

RADIOELECTRIC LINKS

TARIFFS FOR OBTAINING AUTHORIZATION TO USE FREQUENCIES:

1 SMVTG shall be charged per each radio electric channel for radioelectric linkages.An amount equivalent to 1 SMVTG shall be charged for each 5-year authorization renewal contract.

TARIFFS FOR USE OF FREQUENCIES: Monthly tariffs for each frequency that has been assigned to a given radioelectric link will be determined by multiplying the amount equivalent to 0.06 SMVTG multiplied by the number of radioelectric channels that have been assigned. The tariffs expressed in terms of Minimum Worker's Compensation (SMVTG) will be established in Sucres at the amount that is in effect on the first day of the month for which payment is made.

FIXED - MOBILE SERVICES UNDER 30 MHz

TARIFFS FOR OBTAINING AUTHORIZATION TO USE FREQUENCIES.   Charges will correspond to an amount equivalent to 1.0 SMVTG per authorized radioelectric channel, for exclusive use by the user. An amount equivalent to 1.0 SMVTG shall be charged for 5-year renewal of the authorization contract.

TARIFFS FOR THE USE OF FREQUENCIES. Authorization for each frequency in the Fixed and mobile radio communications systems that operate under 30 MHz. shall correspond to a minimum schedule of operation comprising two hours per day at a national scope.  For those systems operating on frequencies under 30 MHz., the monthly rate per assigned frequency shall be determined by multiplying the equivalent to 0.01 SMVTG times the number of radioelectric channels that have been assigned, times the number of hours of operation per day and times the number of  radioelectric stations.  Tariffs expressed in terms of  Minimum Worker's Compensation will be calculated in Sucres at the amount in effect on the first day of the month for which payment is being made.

FIXED - MOBILE SERVICES ABOVE 30 MHz

TARIFFS FOR OBTAINING AUTHORIZATION TO USE FREQUENCIES  An amount equivalent to 1.0 SMVTG shall be charged for each radioelectric channel that has been authorized for exclusive use by the user.  An amount equivalent to 1.0 SMVTG shall be charged for a five-year renewal of the authorization contract.

TARIFFS APPLIED TO THE USE OF FREQUENCIES: Authorization of frequencies for the radio communications systems operating above 30 MHz, shall apply to a minimum of five stations per frequency and per unit area of service, and a schedule of twenty-four hours per day.  For those systems operating in frequencies above 30 MHz., the monthly rate per frequency for exclusive use shall be determined by multiplying the amount equivalent to 0.030 SMVTG times the number of radioelectric channels that have been assigned, times the number of  transmission and receiving radio stations, times the number of service unit areas. Rates expressed in terms of Minimum Worker's Compensation (SMVTG) shall be calculated in Sucres at the rate in effect on the first day of the month for which payment is made.

COMMUNITY SUPPORT SYSTEM 

TARIFFS FOR OBTAINING AUTHORIZATION FOR THE USE OF FREQUENCIES:   An amount equivalent to 1.0 SMVTG shall be charged per each radioelectric channel that has been authorized for the exclusive use by the user.  An amount equivalent to 1.0 SMVTG shall be charged for every 5-year renewal of authorization contract.

TARIFFS APPLICABLE TO THE USE OF FREQUENCIES:  The monthly rate to be charged per each authorized frequency assigned to these systems shall correspond to the equivalent of 0.001 SMVTG in effect times the number of radioelectric channels that have been assigned within the area of operation.  Tariffs expressed in terms of Minimum General Worker's Compensation (SMVTG) will be calculated in Sucres at the rate in effect on the first day of the month for which payment if being made.

AERONAUTICAL MOBILE SERVICE

TARIFFS FOR THE USE OF FREQUENCIES:  The rate shall correspond to an amount equivalent to 1.0 of the  SMVTG in effect to be applied to each radioelectric channel that has been authorized. An amount equivalent to 1.0 SMVTG in effect shall be charged for every five-year renewal of the authorization contract. The monthly rate assessed on the aeronautical mobile service systems (under the OR category) shall correspond - per assigned frequency - to the amount equivalent to 0.01 SMVTG multiplied by the number of radioelectric channels that have been assigned, times the number of daily hours of operation, times the number of radio stations.

SHARED (COMMON) SYSTEMS  

TARIFFS TO OBTAIN AUTHORIZATION FOR THE USE OF FREQUENCIES:  An amount equivalent to 2.5 SMVTG shall be charged per each radioelectric channel comprised in shared systems.

TARIFFS FOR THE USE OF FREQUENCIES:  The monthly rate to be charged per frequency assigned shall correspond to an amount equivalent to 0.04 of the SMVTG in effect, multiplied by the number of stations in the systems, times the number of radioelectric channels that have been assigned, times the number of service unit for the areas that are authorized under the system.  In regard to billing and collection, the minimum number of stations shall correspond to ten per frequency and per service unit area. Tariffs expressed in terms of Minimum General Worker's Compensation (SMVTG) shall be calculated in Sucres at the rate in effect on the first day of the month for which payment is being made.

PAGERS/LOCATORS

TARIFFS TO OBTAIN AUTHORIZATION  FOR THE USE OF FREQUENCIES:   An amount equivalent to 4 SMVTG shall be charged per each radioelectric channel used in paging systems. An amount equivalent to 4 SMVTG shall be charged for every five-year renewal of the authorization contract.

TARIFFS FOR THE USE OF FREQUENCIES: The monthly rate will correspond to the addition of partial rates A, B and C.  Partial tariff A is determined for each frequency assigned, by multiplying the amount equivalent to 0.15 SMVTG by the number of radioelectric channels needed, times the number of service unit areas.  Partial rate B is established for each link by multiplying the amount equivalent to 0.15 SMVTG. by the number of radioelectric channels that are needed.  Partial rate C is determined by multiplying the amount equivalent to 0.03 SMVTG by the number of stations in the system.  For billing and collection purposes, the minimum number of stations will correspond to fifty.   Tariffs expressed in terms of Minimum General Worker's Compensation (SMVTG) will be calculated in Sucres at the rate in effect on the first day of the month for which payment is made.

FIXED - MOBILE - SATELLITE 

TARIFFS FOR FIXED AND MOBILE SATELLITE SERVICES SYSTEMS: CLASS I Authorization - Earth Stations for receiving television signals.  The user will need to pay the equivalent of 5 SMVTG per tariff authorized for up to five years.  CLASS II Authorization- Temporary earth stations for private transmission - receiving telecommunications. The user shall pay: a) Two hundred US Dollars (US $ 200.00) per authorization tariff for up to one year; b) One thousand US Dollars (US $ 1,000.00) as a monthly rate for each 4 KHz channel.  Tariff does not include the SST (spatial segment tariff) value that will be paid for by the satellite owner pursuant to the terms of the authorization contract.  CLASS III Authorization - Earth station for transmission-reception.

FREQUENCIES FOR CELLULAR MOBILE TELEPHONY

TARIFFS FOR THE USE OF FREQUENCIES: Monthly rates for radioelectric systems involved in cellular mobile telephony correspond to the amount resulting from the addition of the partial tariffs set forth under a), b), and c).   The partial Tariff A applied to every pair of radioelectric channels assigned to each base station corresponds to the amount resulting from multiplying the amount equivalent to 2 SMVTG times the number of frequencies corresponding to a pair of channels that have been reutilized within the same geographic context. Partial Tariff B. For every bilateral link between the trunking base stations, it corresponds to the amount equivalent to 5 SMVTG.  Practical tariff C. Is the amount resulting from multiplying the amount equivalent to 0.1 SMVTG by the number of stations in the cellular mobile telephone system.

CITIZEN BAND

TARIFFS FOR OBTAINING AUTHORIZATION FOR THE USE OF FREQUENCIES:  Annual rates for granting an operations license for users of the Public Band correspond to the amount equivalent to 0.1 SMVTG
