Organization

The
Telecommunications Superintendent constitutes the
maximum authority in the organization. His/her actions
are aimed at: planning, organizing, directing,
controlling and coordinating the
Superintendence of Telecommunications performance; and
also at identifying institutional policies and
coordinating action among the various institutions
involved in the sector, abiding by the duties,
authorities and responsibilities identified in the
Constitution, and the pertinent laws and regulations.
The
Superintendent General is the second ranking
authority within the organization. His/her action is
aimed at supervising, coordinating and evaluation the
operating and support units comprised within the
Superintendence of Telecommunications.
The
Regional Superintendent (or Regional Delegate) is
specifically appointed by the
Telecommunications Superintendent and is responsible for
the operation of the Regional Administration,
representing the maximum authority. As such, he/she
directs and controls all technical, operational, legal,
administrative and financial aspects of the organization
within his/her jurisdiction.
Superintendence
for the Coastal Region.
Its jurisdiction comprises the provinces of:
Guayas, Manabí, El Oro, and Los Ríos.
Superintendence
for the Northern Region.
Its jurisdiction comprises the provinces of: Carchi,
Imbabura, Pichincha, Cotopaxi,
Napo
, Sucumbíos, Francisco de Orellana, Esmeraldas
and Galápagos.
Superintendence
for the Southern Region.
Its jurisdiction comprises the provinces of:
Loja, Azuay, Cañar, Zamora Chinchipe and Morona
Santiago.
Central
Delegation.
Its jurisdiction comprises the provinces of:
Tungurahua,
Chimborazo
, Bolívar and Pastaza.
The
Institutional Advisory Council reports directly
to the top authority and is responsible for providing
advice to it concerning the several aspects of
institutional competence.
Internal
Audit
is an advisory unit reporting directly to the top
authority and is charged with auditing all financial,
administrative and technical operations based on the
Annual Action Plan.
The
Customer Care Center is an operating unit that
reports directly to the Superintendent. It is keen on
ensuring that telecommunications services are duly
informed, are acquainted with their rights and duties
concerning the services being engaged, now how to use
such services and are in a position to demand effective
provision of services.
Communications
and Corporate Image.
This advisory unit is responsible for designing and
implementing internal and external mechanisms aimed at
disseminating information concerning the institution’s
performance thus enhancing a sound corporate image.
Institutional
Development.
Is an advisory unit that reports directly to the
Superintendent General; it is charged with on-going
surveillance of the institution’s control duties and
the role it performs for the community in order to
identify strategic goals and actions required in all
aspects. It also performs follow-up on activities
carried out by the various institutional units;
evaluates the degree to which objectives have been met
and identifies pertinent corrective action required to
attain greater institutional efficiency and
effectiveness.
Financial-Administrative
Unit.
This support unit reports directly to the
Superintendent General and is responsible for setting
forth policies concerning the use and investment of
funds; suggests measures to efficiently use resources,
performs as an expense organizer; participates in the
preparation of the institutional budget and
modifications thereof; provides basic information
required to determine short-term and intermediate term
financing; and plans out sound administration of the
institution’s human and other resources.
Telecommunications
Special Investigation Unit.
This is an operational unit that reports directly
to the top authority, and is responsible for
investigating and processing fines and penalties
assessed due to telecommunications and radio
broadcasting/television fraud within the provinces
falling within the realm of the Superintendence for the
Northern Region. Concerning Regional, Coastal, Central
and Southern Administrations, it coordinates, supervises
and evaluates such actions.
Juridical
Unit.
Is a support unit that reports directly to the
Superintendent General; it is responsibly for orienting
the action of Regional administrations during procedures
initiated on infringement of telecommunications,
radio-broadcasting, radio-communications and television
services; it also supervises coactive action at the
national level. It is also responsible for preparing
concession contracts with the mass media concerning
frequencies, radio broadcasting and television systems
and services.
Legal
Office.
This is an advisory unit reporting directly to
the Superintendent. This unit is responsible for:
providing judicial and extrajudicial support to the
organization; public contracting processes and the
provision of legal advice and specialized juridical
consultancy.
Radio
Communications.
Is an operating unit that reports directly to the
Superintendent General; it is responsible for
controlling the radio-electric spectrum and also for
coordinating technical and administrative control
activities for radio communications services carried
into effect by the Regional Administrations, with the
exception of radio broadcasting and television services.
Radio
Broadcasting and Television.
This is an operating unit reporting directly to
the Superintendent General; it is responsible for
providing guidance to Regional Administration in
ensuring that all activities carried out by radio
broadcasting and television concessionaires abide by the
regulations currently in effect; and also to process
with CONARTEL all aspects having to do with these
services. In particular, it analyzes technical studies
submitted by concession applicants.
General
Secretariat.
Is the support unit reporting directly to the
Superintendent; it is responsible for the operation of
the Documentation and Filing System for the Organization
and also for monitoring all issues directly falling
under the direct competence of the Superintendent.
Telecommunications
Services.
It is the operational unit directly reporting to the
Superintendent General, which is responsible for
providing guidance to Regional Administrations in order
to ensure that control of authorized carriers and
telecommunication services provided by third parties is
performed according to the law and the interest of the
public, within a framework of free competence based on
quality and pre-established tariffs. It is also
responsible for verifying compliance of general rules
and standards applicable to the provision of such
services.
Information
Technology.
This is a support unit that reports directly to the
Superintendent General; and is responsible for the
administration and control of information technology for
the organization, assisted by automated systems,
computer networks, commercial
hardware/software, databases and research on new
informational science trends.
